An application form that skips straight to transcripts and essays assumes something that isn't automatic: that the school can legally enroll international students in the first place. Only schools certified by the Student and Exchange Visitor Program (SEVP) can enroll F-1 or M-1 nonimmigrant students and issue the Form I-20 they need to apply for a visa, and a school that isn't certified may not enroll these students at all, no matter how strong the application is.

Once a school is certified, the application still has real work to do before an I-20 can be issued. A designated school official has to see evidence that the student can actually afford the program, family bank statements, sponsor documentation, or financial aid and scholarship letters, covering up to one year of costs or the full length of the program, whichever is shorter. Without that documentation collected and entered into SEVIS, the I-20 doesn't get issued, and without the I-20, there's no visa application, no visa interview, and no arrival in the country.
