Character references are typically provided by people who know the applicant well in a non-professional capacity, such as teachers, community leaders, coaches, or family friends. For professional contexts, some organizations also accept professional acquaintances who can speak to work-related character traits.
Build in a question asking whether the referee has any concerns or reservations about recommending the applicant. If a referee flags significant concerns, that's important information. Treat it as one data point alongside other references and the applicant's own account.
